Trade Unions and Trade Disputes Bill.
The Northern Rhodesia Bill to which you refer has not (repeat not) passed in law. The Government of that territory are now considering introduction of trade union legislation based on the "model" with separate legislation for conciliation and arbitration, The letter will probably follow the provisions of Fort V of the 1942 Bill which you will see excludes the princicle of compulsory arbitration.

I read with interest your confidential despatch or 16th October regarding the settlemen by arbitration of the dispute between the managements and employees of the Perry Companies and ras about to reply to paragraph 12 of the despatch when your telegram under refaïence reached me. glad to learn that you now have legislation in draft but should be grateful if you wound arrange for ata Introduction into the Logislative Council to be deferred until there hau been an opportunity of exauteing it here,
